Samoa's Ministry of Foreign Affairs and Trade published a document saying visitors of all nationalities can stay under 60 days without a prior entry permit or visa, with a passport valid at least six months, an onward ticket and proof of funds. That document is old (2013) and we could not open it fully, and a Samoan embassy page mentions a 90-day permit on arrival for Japanese visitors.
